Cpu not working to its fullest Help????

Hi I have recently built my first computer its specs are a ryzen 5 1600 a gtx 1070 8gb and 1 stick of curical ballstic ddr4 ram 8gb. A amd tomohawk motherboard. I have been playing rust and while playing I noticed that my fps is a little low going from 20-40 when usually I should get about 60-70
and then I went to task manager and saw my cpu was only runing 20 percent on the game and about 2.5 ghz speed. I need help is something wrong with my cpu or is it a heating???

I said, maybe, maybe-not. There is no guarantee that two sticks that are "the same" will work together. I put the same in quotes, because there is no guarantee that under the heat spreader is the same parts. Buying a matched set of two DIMMs, the manufacturer has tested the two parts as a set and guarantees them to work.

You only purchased 1 stick of memory. Your CPU has 1/2 the memory bandwidth it can. That will hurt performance. Buying another stick of the same RAM might work or it might not. The best answer is to buy a matched set of two DIMMs. Then sell your single stick to get some of the cost of your bad choice back.
