Question Cpu not working

I left my pc downloading for a few minutes and then the monitor stopped, i thought the pc went to sleep but i couldn't start it, i tried to unplug the power cord then replug it and it didn't work when i turn it on it keeps ticking, and when i opened it i found out that EZ debug led is blinking next to cpu and also next to the ram slot and cpu fan not spinning.
i checked 8 pin and 20 pin power cord and i think they are seated correctly, the power supply fan is spinning. Here are some videos:

You sure about the PSU brand? I've never heard of it (and neither did Google apparently!) I suggest you double check on this. Also, the case fan that refuses to spin may (or may not) be directly related to the issue at hand (it's possible it's just gone bad for some reason) Do you have other case fans? And if so, do they spin? Do you have a spare case fan to try maybe? Anyhow, I'd suggest you try the following:

1. Reset your BIOS settings as described on #1 on the following post:

2. Try another PSU - Just because it powers up, it doesn't mean it's in fully working condition!

Guys, i think the psu is working, it's the cas fan and the cpu fan that aren't spinning
I'd say you should try a different one regardless (just because it's working, it doesn't mean it's in good condition) Also, I have to admit that I've initially missed out on the CPU fan not working (when I've watched the video), and that definitely makes it more likely that this is a power related issue. One fan not working can be a coincidence, but two is something more! Also, if you don't have any spare PSUs to try, then make sure you buy one of a reputable brand (Such as Seasonic/Corsair/Antec/EVGA)
