Cpu on 100% usage, is that a bottleneck?

While gaming games like bf1 or borderlands 2, I'm having 40 50 fps
My cpu usage goes around 100 while my gpu goes around 70 or 60
Specs:
I5 4570 3.2ghz
Gtx 1070 founders edition
16gb ram ddr3
Msi h87 g43
650w psu

that sounds like a bottleneck. 1070 is way overkill for i5-4570. you might try with a i7-4770 or get a new cpu/motherboard/ddr4 set.

I would go with something like i5-8400/B360/DDR4-2666

Yeah it's a CPU bottleneck. Cap your frame rate to 70ish with Nvidia Inspector or Afterburner until you upgrade. When you do upgrade, go with a CPU with Hyperthreading for better CPU usages.

I have the same specs, same processor, same gpu and I get around 99-100% CPU when playing Fortnite
