I got an OC on. Power management in BIOS disabled and all the settings checked by another CPU pro here. So BIOS is good. Control panel I always have high performance on, always.

So few months back I would have task manager open to show my CPU usage when editing. 100%, that's good. Randomly my CPU then started to only run at ~60%, that's after I started rendering at 720p instead of 1080p. I've tried 1080p back and it still runs ~60%. Now I wiped my SSD and installed Windows 10 on it and cleared all the viruses and trash I didn't need. Clean Windows 10 here with basic stuff only.
One thing I'll mention, Mac runs fine on this rig. Final Cut uses 100% of the CPU so it's definitely something with Windows. Call of Duty BO3 runs at about 60-70% CPU usage. No lag in the game, solid 60fps so gaming is fine.
All help from previous threads didn't help. Turbo boost (for AMD) is off and high performance enabled.
