CPU only build £1000 (Suggest alternatives/improvements)

This pc will be mainly used to run multiple accounts on the game "Runescape" this is a game which basically doesnt utilize GPU so I dont think I will be requiring a video card. My main concern is whether the cpu and the ram will be enough to handle possibly 5-7 clients running of the game at once as the game strains the CPU heavily so I'm looking for the best one on my budget. Total build is £1000 +- but if you know of something that is worth the extra £100-200 suggest it. My main concerns are on the CPU,CPU cooler and ram/motherboard as I'm clueless what would be the best bet.
