cpu only one core working and lower ghz

Hi , I have amd a4-4000 3 ghz dual core , for some reason I felt like its slow and the fan is going crazy , so when I opened task manager It showed that the cpu is only one core , ad its working on 2,90 ghz , help.

What version of Windows are you running?

Make sure task manager is set to show logical processors and not Overall utilization.
