CPU only uses 30 % while gaming and suddenly goes up to 60% for few seconds PLS HELP!!!

my AMD FX8300 cpu is only using 30% while gaming and suddenly it goes about 60% for few seconds giving me smooth fps for only about 2 seconds and after that its around 20 fps. this cycles on and on and on.... WHY it doesn't stays at 60% usage?? someone pls help me

spec: GPU r9 290 oc
CPU AMD FX8300
RAM 8GB
HDD 900GB
PSU 700W

I had this problem in the past the reason you are having this issue is because of your GPU forcing a lot of juice out of CPU

You really can't the only way is buy getting a GTX 750 or higher

He already has an R9 290 which is FAR stronger than a GTX 750. What brand is your PSU? What temps are your CPU/GPU running at while playing the game?
