Question CPU or GPU issue?

i9 9900k // RTX 2080 // Rogstrix-e gaming mobo, 32gb ram, 1tb m.2


Brother has amd equiv cpu to an i7 and rtx 2070 and performs better in division 2, same settings (Vsync off)

my frames hover 50-75, but averages 53-60, he says he's never fell below 60 frames..
How can I find out what the issue is, GPU or CPU issue? any programs that can look and give me a warning on which area needs worked on?

OC? RAM speed? What is the detail of PC system?

3.6ghz no overclock on cpu. rtx 2080. ddr4 3200 mhz ram. good stuff just hoping no bad equipment

i bumped it to 4.2ghz in bios.... performs well now.. maybe push 4.5ghz later. if it can survive 5.1 lol.. guess the 2700 ryzen auto overclocks on demand.. i9 has to be pushed. bought a lambo and cant drive it
