Iam looking forward to buy a new pc Mostly for 1080P Video editing in Premiere Pro, After effects and Media encoder softwares.
1. So what do i need? a better CPU or a GPU?
My budget is 1500$
Any suggestions?

Solution
Probably both and you can get some very good ones of each with that budget.

I'd look at an i7-6700K or even a 6-core like a 6800K or 6850K. And GPU something like a GTX 1080 or maybe a Titan but that will reduce the rest of your budget pretty significantly.

If you have to purchase a whole new system for this, than $1500 isn't all that great. You're going to need good fast storage, RAM, lots of RAM, and good processing horsepower. How large are the files you are going to be working with? In my opinion, I'd spend the money on more fast local storage, and RAM. A decent Quad from Intel or Hex/Octo core from AMD would suffice as those Adobe products are fairly good multi-threaders. A Titan for that kind of stuff is rather silly. If you do this type of work for a living, I'd highly suggest a Quadro, or similar workstation card. But one of those could easily swallow up your budget, and more.
