Question CPU or mobo issue?

I58600k OC’d to 5 ghz on 1.37 volts on a Z370P D3 (not the best motherboard), temps max out at abt 90 but avg 40 with no load.
Symptoms:
Everything has microstutters constantly. One second of video takes 1.2 seconds to play due to thousands of little microstutters

Frequent freezes with no recovery forcing restart

Sometimes failing to boot

Booting now takes abnormally long

Some boots are instant, some are minutes

High DPC latency generally

Webpages sometimes take 10 seconds to load (internet is fine)

Games open and technically run but stutter and have audio problems and randomly close (sometimes after 1 minute, sometimes after 20)

Everything worked normally before, and all these appeared at around the same time. Temps are all cool, RAM, PSU, storage, CPU cooler and GPU have all been checked.


So is it my motherboard or my CPU? (Have reformatted drives then reinstalled windows so not software)

First step of trouble shooting is get rid of overclocks.
