CPU or Motherboard dead?

Hi i recently bought some parts to build a PC for my buddy and after i connected everything there was a problem : fans turn on for a sec then off and then they turn on and stay on but i have no single image ... there's no output plus there's no beep sound but as far as i know many mb's don't make that beep sound.

Things i've tried :

Replace PSU
Replace Monitor and monitor cable (+ i tried all slots monitor slots but still)
Removed the 1 memory stick i had(the pc should display an error, right?)
Reset CMOS battery
USB port gives power to the mouse (LED works) but when i tried to connect the keyboard on the same port the LEDs of the keyboard don't work so i guess the USB's kinda work(which led to the conclusion that it's probably the MB)

Note : Graphics are integrated on the i7 4690k cpu.
Any suggestions to test the build?

No, the machine can't display anything if there is no RAM. There is a period of time right after startup that the motherboard can only access hardware on the motherboard. So you won't get any display or sound out of the sound system during that time. That's why motherboards beep. The beeping, however, requires a separate speaker and there is usually a motherboard connector for this speaker in the area alongside or with the front panel motherboard headers. If you don't have a case speaker connected you won't hear the beeps. The beeps are also sometimes faint but they're there if you take the side cover off and listen carefully. The fact that you aren't hearing beeps tells me you either don't have a case speaker or the sound is faint.

Once you can get a beep when no memory is installed you may also hear a different sequence of long and/or short beeps after installing the RAM. These are indications of other problems. The motherboard manual or manufacturer's web site will have an explanation of the different beep sequences.

If you have a case speaker attached but aren't hearing a beep with the RAM removed, try reversing the connection to the motherboard. If you still hear no beep with the RAM removed, it's probably a bad motherboard.

You need to list all of the components in the machine and their model numbers in any additional post.

1) Reset RAM and GPU? What do you mean like removing, check if everything is ok and then re-insert them? If yes then yes i have. Also as i stated gpu is integrated on CPU and yes i re-insert the CPU too

2)8pin? You mean 4 pin, yes

Specs :
MotherBoard : AsRock H81M-DGS R2.0
CPU : Intel core i5 4690K
Ram : DDR3 8GB 1333 MHz
PSU : Unknown 400W tested on other PC and it's working smooth & without problems
 


So you're telling me that it could also be the Ram? No Beep that's 100% sure(i tried to listen to it with open case and my ear close). How do i find the speaker if any? I'm guessing the connector should be on those 8pin-like on the bottom right? I had no idea that the speaker was not on the MB and now i realized i haven't connected my PC on the speaker too(there's not a connector). My old has the speaker integrated, i always thought they're always integrated ... i'm going to buy a speaker but this will need a day or two
