cpu or motherboard?

Hi everyone

OK here is my problem My computer won't post right away I have to restart it about 4 times to even get to the bios. When I get to the bios everything is fine I can get into windows ect. Them when I turn it off the same thing happens. I reset cmos multiple times that didn't do it. Took out my memory no beeps. Gpu no beeps I don't get any beeps whatsoever. After doing all that I think it's my cpu or motherboard. And before anyone asks yes I made sure everything was plugged in nice and snuggly ha. Any help would be awesome!

My specs are

Bio star z87 hifi 3d
I7 4770k
Msi gtx 660 oc
Samsung 120 gb ssd
2tb wd green hard drive
Windows 8.1

Aslo I replied thermal past on cpu and that didn't work put in a different power supply and that didn't work either.

Motherboard. I used to have a Biostar and an FX 8120, and that board caused me all kinds of problems. It used to not even boot into BIOS 9 times out of ten, and refused to boot up with anything in the CD drive.

Replace that monstrosity Biostar and you should be good to go.

I didn't even have a chance to do all the goodies I wanted ha. So no Its not oc I built it about a week and a half ago and from day one its been giving me shit. Like I said I could get into windows with some patience but after awhile sitting there and rebooting it every time got old fast and then went to find the problem.

I tried to update drivers and everything but woundnt go though cause it said like there was error or files cant be found but that was mostly utilities. And my psu is a corsair tx 750 cause I was gunna go sli I'm the future

I have another board coming in so I'm going to see of it is just the board ( which like all of you I agree it's probably the board) but if not then it narrows it down to the cpu which o hope it isn't
