Question CPU or RAM stuttering games?

Hello, I recently installed a new GPU then I tried playing a game, I started moving around then the game started to lag and stutter a lot

I don't know if the CPU is bottlenecking or I have a low memory

the GPU was running on 100% and sometimes drops to 6% on 68C
the CPU was running on 97% and 100% on 72C
and the memory was on 5685MB
should I get a new CPU or a new ram or can i fix it?

8gb ram

It's very possible that both cpu and ram are holding you back. Depending on what game you're trying to run, 8gb just won't cut it. If you can grab some cheap ram, if start there.

it happens only in heavy games like, ac orgins or watch dogs 2, tomb raider
in tomb raider the ram is the only one high, in origins the CPU is high, in watch dogs both CPU and GPU are high
im just confused and idk what to do, i guess for now i'll install a fresh new windows 10 and see what happens..
