CPU is running hot

Hey guys I got an AMD fx 9590 with a corsair h100i v2 liquid cooling and it idles at about 45-50c but the moment I open up a game like WoW it jumps to about 65c and the max heat for my CPU is about 70c before it's in the danger zone. I've cleaned off the old thermal paste, and reapplied new paste, I've cleaned out the dust and made sure all my fans are running, but my computer is still automatically restarting from being to hot

Solution
There's nothing you can do about the CPU's heat since the CPU in itself is like a core of the sun. No jokes intended, people who got reasonable temps on that processor had exotic cooling implementations. In fact your AIO is nothing compared to large custom loops.

Mind sharing your specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
