cpu over heats even after applying thermal paste

there is a noise that comes out of the pc if the pc activity is increased..
the noise is not from any of the fans...
and temperature reading is high around 80c to 90c
my pc is clean as possible
im not sure but i think the motherboard resistors are broken.. but is it possible ??

my pc is pretty back dated
duel core
4 Gb RAM
and a GA-G41M-COMBO (GIGABYTE) motherboard
and im also confused about the bios setting
i dont know if its over clocked or not...

Can you describe the noise? Nothing beyond fans (Case, CPU or GPU etc) and HDD's actually make any noise, really - so if there's another noise coming, we'd need a bit more of a description.

I assume you've only checked CPU/GPU/Case fans? What about the PSU? That would make sense that the PSU fan ramps up when under load...
