Question CPU Over Voltage Error with Ryzen 2700X ?

Sorry if there's a thread where this has been answered but the few I saw didn't have a conclusive result.

I've had this PC for about 2 years and have had no issues until recently. Some ram went bad a few months back which I replaced with no issue, but now when I boot up my PC I have a 50/50 chance of running into a "CPU Over Voltage Error". It's been about 2 weeks and I believe it's because of the bios flash I performed (Not the best memory but I think I flashed it around the time it started acting up). How exactly would you go about fixing this? The BIOS and CPU-Z show voltage around 1.35 which is normal. So it seems like a false positive is happening somewhere on startup. Should I reflash bios? Flash to the same version again? Change the battery on Mobo? Not sure how to proceed or if Im doing damage with each unsuccessful boot.
