CPU Overclock worth it

Hi I have an 8320e overclocked to 3.7 and undervolted to 1.16. Turbo mode and all power savings are turned off in BIOS and I have 16gb ram 1866. Ive had these settings for a year now and is stable. My thermal margin in AMD Overdrive when gaming is 40C.

When i play games my CPU usage never goes above 70 and GPU usage is always maxed out when playing games such as PUBG and CS:GO.

So I would like to know if it would make a difference if I overclock my CPU to 4.0ghz or higher or is there no point since im not even maxing it out when gaming?'

Which GPU do you have?
You said your CPU is overclocked but the FX 8320E could run at up to 4.0 GHz without overclocking.
Depending on motherboard, cooler and RAM you could get a little more performance overclocking it pass 4.0 GHz (e.g. 4.2 GHz)

If you already know your GPU is maxed out now, then you know that overclocking your CPU won't help.

Go 100 MHz higher and see if any FPS gains at 1080P, if not, little point in the added temps.

Would it alleviate micro-stuttering in games at 1080p? I get about 30-40's FPS in PUBG and get occasional micro stuttering on lowest settings with R7 260x 2gb

Bumping the OC is only going to hurt 1 thing. The thermal margin. As to how much help it'll be, it's an FX cpu, OC always helps. To what degree, that's the kicker, sometimes it's noticeable, sometimes it's not, but since you are having micro stuttering, if that dissappears, it helped, if not then that's probably due to you having a 2Gb card and simply don't have the vram for the fps demanded.

Which GPU do you have?
You said your CPU is overclocked but the FX 8320E could run at up to 4.0 GHz without overclocking.

I have a Sapphire R7 260x 2gb and motherboard is Gigabyte 970-Gaming SLI G1 Gaming AM3. I changed the stock cooler to the Wraith cooler which improved temps by 10c in idle and gaming

No need to overclock with the current configuration, since your GPU is the limiting factor.
If you are getting decent FPS (30+ FPS on single-player games and 60+ FPS multiplayer) then you are OK.
The GTX 1060 will be a good match for the FX 8320E but these days aren't good for upgrades.
