CPU Overclocked @ Default Settings???

I overclocked my CPU a while back, not much though and was able to adjust it around etc and things seemed to work fine. When I reverted my BIOS settings to default everything worked normally.

I was having issues with my PC getting hungup on the Shutdown Screen and we (myself and another reputable fellow) were troubleshooting and he mentioned setting everything to default so we know there are no other "Extra" things I have done to the PC.

So I did so, updated BIOS etc....
However for some reason my CPU seems to be at its "Turbo" setting....all the time? 3.9Ghz when I am on desktop doing nothing and when I am gaming. While this isn't necessarily an issue that I'm personally aware of as it doesn't seem to cause me any problems.

I want to know why it's doing this and what I need to do to revert it or understand why it's doing it and just better inform myself.

Check your windows power settings. drilling down there is one for maximum and minimum %.
If your minimum% is 100% you would see those symptoms.
Make the minimum 20% or something like that.
Ah! Let me check that out, I do have under my "Power Options" the plan set to "High Performance"

Under Processor Power Management -> Minimum Processor State -> 100%
Under Processor Power Management -> Maximum Processor State -> 100%

Changed it to "Balanced" just to see what it does, and sure enough it went straight back to normal. Thanks so much for this bit of info!


Is there any downfall to having it set to High Performance? Would I be able to just leave it at that to get the maximum at all times, or should I just leave it at Balanced?
