CPU Overclocking software.

Solution
Quite a few actually. AMD have their RyzenMaster or Overdrive (pre-Ryzen), most MB vendors have some option - ASUS has X-way optimization etc.

All that being said, the BIOS is still the best place to OC.
Auto-OCing utilities are helpful as far as getting a solid idea of what can be achieved at whatever voltage, but they do tend to over-volt which will result in additional heat output.

In the BIOS you can get to a much more granular level.

If you want a software solution because your motherboard doesn't support OCing then no - they don't really exist.
There are a couple of options, but they're horrible ideas. Boards that aren't supposed to support OCing don't have the required power-phases, VRM cooling etc.
