Question CPU Overclocking

I have a prebuilt pc with a ryzen 5 3600 which default speeds to 3.6 ghz. I think it was overclocked when I bought it as its displayed running 4.0ghz in performance monitoring. The problem with this is my cpu temps are in the upper 90s while gaming. I went to undo the overclock in bios but couldn't figure it out but undid it through the power settings in windows which fixed my temp problems and forced the cpu to 3.49 ghz but made games unplayable (basically a slide show presentation) and laggy. Any ideas on what the problem could be?
 
it's not overclocked, the CPU provides a boost up to 4,2GHz depending on temp. and load
renew the thermal paste of the CPU, check if the cpu fan is spinning at correct speed
undo your underclocking, you can reset the BIOS to default setings, to be sure nothing was changed, check afterwards if the RAM speed is correct

How is your airflow?
The CPU is not overclocked.
Is your PC clean?
