CPU overheat, computer restart loop

I put together my new build a few days ago and after spending a lot of time messing around to find the source of the problem, i have narrowed it down to the cpu by burning my finger on it accidently lol.
Not a serious burn just was an unpleasant temperature. when i power up, the computer lights up, fans spin and then it restarts continuously. I guess because the cpu is too hot (i did apply too much thermal paste the first time but then i cleaned it properly). Now it has no thermal paste and i took the coolijg fan off for tests. After running it for about 15 seconds without my cooling unit on, the cpu gets instantly hot and then restarts and then turns on and off repeatedly.

These specs should be compatible.
Is my psu bad? Or cpu faulty? What should i do who do i contact ??

Cpu: i7 6850k
Psu: EVGA 1000P
Memory: 64gb g.skills
Hdd: 3 tb western digital blue

CPU's do get very hot, this is not a sign of malfunction. Even the heatsink can get very hot, this is perfectly normal. The rebooting problem could be anything. Normally you would start the computer with everything but the cpu and ram disconnected and see if it boots (use the integrated GPU from the CPU). If it boots you one by one reconnect the peripherals, dedicated GPU first, then 1 harddrive, then another, etc. etc.
The CPU needs a heatsink to work properly, of course it will not boot. It will heat up too much without a heatsink and fan and will shutdown to prevent permanent damage. You might already have caused permanent damage by trying to boot the pc several times without proper CPU cooling.

Do not boot the pc without installing heatsink and CPU fan.
 


It was rebooting before i removed the heat sink. I just took it off to see the problem and i think it was too much thermal paste. I actually connected the cpu cooling unit power to the cpu fan pin, and the two fans attached to it were plugged in to the sys fan pin. Is that a problem because i can connect them all to the cpu fan pin if i use this fan splitter cable i have? Do you think i have too much ram or my battery may be bad ? Or just the cpu reacted to the excessive thermal paste ? Should i get a replacement ?
