Cpu overheating although fan is working

I have a enermax saberay case and tried to plug in the rgb on the motherboard for mystic light. Suddenly an electric spark or little came out of nowhere. I started my pc wondering what happened. Everything was working fine, except the fact that my cpu suddenly over heated even though my fan is spinning well. I checked the fan rpm, to find that it's 0 rpm. I took off the stock cooler to see the thermal paste that was perfectly fine. Do I need to replace my mobo or something?

Solution
I'm thinking you may be getting a false reading.

I don't think a spark from plugging RGBs in is going to have any effect on temps unless it blew your CPU fan or CPU fan power.

I would trust CAM and COre Temp more.....and if you want further confirmation download HWMonitor and look at the CPU temp in that./.....and if it's near 36 I'd say your BIOS is in error.
