Cpu Overheating and Fan Noise problem

I use a lenovo t420s as my daily driver and it works perfect at almost anything that I throw at it but there is 2 major problems. The cpu temperature gets really high without almost doing anything with the laptop and the fan kicks in no matter what, even if you just turned on the laptop or if you are just casually browsing the web. So my question is, are there any solutions for my problem (maybe resetting the laptop) and if there are please help.

Notes: I have the core i5 model with the intel hd 3000 graphics, a 256 gb ssd and a 1600x900 screen resolution. And yes I have cleaned the fans on the laptop and yes I do have tp fan control.

Go to a local hardware service center and tell them to apply thermal compound on your CPU. It seems to me your thermal compound gone bad.

The problem is that where I live we don´t have any hardware service centers and the manual guide to do it is really risky! 🙁
