Question cpu overheating? did i install the cooler wrong or bios not set right

My pc CPU has been overheating and turning off and freezing, I've tried everything, we bought a new cooler, set fan and pump to max, the last thing I did was change my bios setting from pmw to dc after i had a huge crash and the CPU debug light came on, if this doesn't fix the issue I don't know what to do , could that have been why the pump wasn't cooling the pc even if I had an app that was making my fan run at full speed (fan control)
But it isn't even a guarantee that its my CPU overheating, the other possibility is my psu is shorting or spiking?
just want to know if switching from pwm to dc in bios and maxxing fans could be the fix

PS I didn't want to change the fans speeds in bios until a last resort

CPU: ryzen 7 5700x
ram: 32gb gigabyte
CPU cooler: Poseidon elite argb 240
Motherboard: msi b450m pro m2 max
GPU: rtx 2060 super oc
psu: 750 watt, about 3 years old
windows 11 os
bios version is the latest one, 7B84vAL
500gb ssd, samsung (dont know the brand)
monitor is a 75 hz samsung (dont know model)
 
reset the BIOS by jumper and check temperature again
how hot is it getting after about 5moinutes sitting in bios?

where did you connect the pump and fan connector on the motherboard?

did you remove the foil on the new cooler before installing it onto the cpu with new thermal paste?
