CPU overheating lately

I've had this CPU less than a year, i5-4690k, and lately the temperatures have risen to 90C and beyond just entering a game (Fallout 4 for example). It had no problem handling Witcher 3 on high (temperatures barely sat around 60 C).
I've tried changing the thermal paste and turning up the fan speed. No noticeable changes though.

Complete specs:
Nvidia GTX 960
i5-4960k
ARock H97M ITX/ac
Seagate HD
Corsair Vengeance 4x2 GB RAM

I had steady frames of 60 on Dota 2 and now they plummet to 30s and below. Can anyone help?
 
Alright so is it the stock cooler? If so then its time to upgrade I'm afraid. Seriously though 90c is way too hot for that CPU!!!! It could be the cooler isn't seated properly still but I'll go out on a limb and say you did that many times now so really the only option is for a new cooler sadly the stock intel coolers were never really that great for really much anyway.
 


I think that's what it was. I tinkered around with the CPU and stock fan only to notice the bolts on the fan were loose despite them being pushed in all the way. I put my PC on its side (as rediculous as that sounds) and let gravity do its job, viola temps are under 60C
