Cpu overheating on simple tasks

I have recently started getting issues with cpu overheating. I have a Intel core quad @2.66ghz and 5 fans not including cpu fan. So tbh I don know how it could be a cooling issue. Another thing I noticed was the amount of cpu use it was using for simple tasks such as running Google or even games such as minecraft and robloX. Considering my rig can run games such as battlefield4 I'm sure it shouldn't be using so much. So I decided to reset my pc and restore windows so it's on a fresh setup. And it still isn't working. No programs other than Google Chrome and minecraft and it overheats. Could this be a psu issue? With the psu not being powerful enough. Lemme know your thoughts guys and hopefully I won't have to replace my pc.

Well I don't see how it can be a PSU issue. Considering you reset your pc then you confirmed it is a hardware issue. If you are using the stock cooler, the fans sometimes go bad and lose their ability to run high rpm's (like mine did). If you have gone into the bios previously you may have changed something or overclocked your cpu. I would recommend changing the thermal paste first if you have any, then resetting your bios settings if the thermal paste doesn't change anything and then if the issue remains try getting a new cpu cooler.
