CPU Overheating problem

Hi Everyone,
I am experiencing this problem for the first time with my CPU. CPU usage is too much(59%) even when there are only three applications running. In the task manager it is continuously showing Green and Red lines with 59% CPU usage few minutes after opening the Desktop.
Also the Heat Sink Gel of my CPU is needed to be applied almost every week. Is there a overheat problem with the CPU or the fan??
Please Help.

Intel 3.0 ghz Dual Core
4gb RAM
1TB HDD
ASUS P5G41T-M LX3
Intel G41 Chipset.

couple of questions.what are your temps,both idle and under load?what are you using to monitor these temps?can you show us a screenshot from task manager showing these apps and what resources they are using?
