CPU Overheating problems

Basically, last year I upgraded my PC to Windows 10, it was having problems so I went back to 8.1 but this year I decided to try again but since then it's been doing the same thing, so I went back to 8.1 but it's still happening, I'm assuming it's overheating but I'm not sure, I could take it to a specialist but I don't have much money, so should I just get a new CPU cooler or take it to the specialist, or has someone else had this problem and has a solution, any help is appreciated! Thank you

I dont know why its overheating, its just as soon as i turn it on, sometimes it stays on, sometimes it doesn't but it has extremely high temperatures, i have the stock cooler and the computer is over 2 years old without any hardware upgrades, i did reapply some thermal paste a while ago.
