CPU overheating problems

recently i just moved so i didnt have access to my desktop for 3-4 months, when i finally got it and booted it up i noticed my CPU was idling at about 70C and running Discord (a gaming chat application) it would run at 99-100C, obviously that is bad, i changed the thermal paste and tried again, no joy, i noticed the thermal paste was a little old so i got new paste and a new stock cooler, after applying new thermal paste and mounting new cooler no joy again, temps were still 99-100C so i decided to get a new motherboard after i discovered the pins inside were bent, and decided to get a new case since it was from 2006, now it idles around 50-70C and will spike to 90-100C when i just play a low end game like CSGO (ill put in specs at end) and this point ive done everything i know how to do short of getting a new CPU and we all know high end CPUs arent cheap, any help would be greatly appreciated

CPU: I7 4790K (not overclocked) (stock cooler)
GPU: GTX 970 Turbo
MOBO: h87-hd3 gigabyte
2 HDD, 1 x 2 TB hitachi
1 SSD 1 X samsung 250 SSD
computer tower: Skyline-06-WR 5 case mounted fans that came with case
PSU: corsair CX430 bronze
