cpu overheating very fast

hi, i just bought my brand new
i7 6700k
dominator plat 8x2 ddr4 ram
asus rog viii hero mobo
h115i corsair
and when i turn on my pc it shuts down after 10 sec, i noticed in my bios that my cpu is overheating in secs about 10 sec to reach 90 degree and i already tried repaste thermal paste and re plugging and mounting the h115i
nothing seems to work what should i do its a brand new system.....
 
Solution
reseat your cpu. possibly a short, It dosent sound like a CPU issue, cpus don't just skyrocket, there is something causing it to do so, also meter your PSU 12v, make sure its 12v. And did you check if its the pump?
well follow the pump, and make sure its plugged in
Plug it into your CPU header slot or if you have a pump slot. The best option would be if you could plug it directly into your psus 12v rail.

Before you try and do anything, Make sure your pump is working like it should, unplug every other fan if you have to, just listen for that squish when it turns on,
 
so i installed my h115i on my old i7 4770k and it overheat as well.
then i reinatalled my old h80 and the temps are 23 so i guesse the h115i is broken altho its new
