Cpu overheating why ?

I rebuilded My pc and My cpu keeps overheating i Didnt have termal paste before and it was fine but now idk, im thinking of replacing the fan and puttIng the thermal paste in. Or could it be the chips foult? Im running i5-3470.

its not mounted correctly. Look at the screwdriver slots on the black plastic. its not uniform
youve probably locked the pins in place before the end of the pins are all way through the motherboards mounting holes.

No thermal paste? the heatsink comes with it applied
