CPU overheating with liquid cooler

My CPU seems to be running too hot, despite liquid cooling. I have a COOLERMASTER SEIDON 120M WATER COOLER and a INTEL I7-4820K 3.7 GHZ (not overclocked). I'm getting temps of about 84 C under high load (battlefied 4 for a couple hours) and run in the low 50s high 40s for basic web browsing and such. I believe this is not normal. How can I pinpoint the problem. (I have confirmed that the cooler is power.)

Thanks!

Solution
First check (using your hand or a cheap Infra-red thermometer) that the radiator is hot. Check that air is actually passing through the radiator - a friend had a defective Intel liquid cooler where the fan rotated opposite to the indicated direction (I didn't believe it until he showed me video).

If there is no or little heat at the radiator, then the issue is with the pump and the mount.

Take it apart, remove all the thermal paste and apply new, high-quality thermal paste. There are lots of threads here on Tom's on how to do it. Double-check the mounting procedure. Make sure the contact is tight and not too much paste.

Failing that, contact Seidon and see about an RMA.

The 120 should have enough cooling to handle that chip, my first concern would be the thermal paste on installation
Second question would be what type of fan are you using on the radiator and is it being controlled in any way?
