CPU overheating with stock cooler

I have an I7 4790. It reaches temps of 100C under load while the fan just hovers around 1800RPM. i have tried setting the minimum cpu fan speed to 87,5% in the bios, but it changes nothing.

I have 1 intake fan and 1 exhaust. just cleared the case of dust today after realizing the problem. I don't think it has to do with the case though, I think something is wrong with the fan, it doesn't change speed no matter the temperature or what i do
 
If the cpu temperature is rocketing it will automatically ramp up the fan. The fan may just responding to the temperature.

What’s the temperature when just in the BIOS? Also per last post have you tried new thermal compound?

Is the cooler firmly mounted to the cpu/motherboard?
 


I haven't changed the compound no, my CPU fan used to adjust to the CPU temperature, but now its just doing its own thing and letting the CPU overheat. I also made sure it was mounted right
 
Honestly those stock intel coolers are really bad. You might consider just buying a cheap aftermarket cooler. If it has been awhile since you repasted, you might try that too. Whats the airflow in your case look like?
 


The airflow should be pretty decent. I think I will try out a Cooler Master Hyper 212 Evo. and change the compound while I'm at it

Have you done anything differently to your PC since noticing the problem?
I was just reading another post about some websites might be using your CPU to mine cryptocurrencies like Bitcoin without your knowledge.
