Question Cpu Overheating

My cpu has been over heating for the past three months i have gone to get it fixed but nothing has worked its at 200 degrees even when im not even playing anything like when it start it up and it just stays that high i was wondering if anyone knew of a way to fix this its been causign low fps and just in general making my pc run slow

Gpu: Rtx 2060
Ram :Corsair Vengeance PRO 16GB 3200Mhz
Storage:WD Blue 1TB M.2 SSD
