Sorry in advance if this isn't the right place to post, but I need help. I recently built a new system (first build), and my 7600x seems to fluctuate in temps. When idle, it will go from 40*C to 78*C, mostly staying at 68*C. I have a aio (lt720), and it is properly mounted (afaik). Please help.

p.s. i have not tested under load as i havent had the time to install games and such.

Every CPU temperature fluctuates with load on it. Idle is pretty stretchy thing, real idle is when CPU usage stays at 1% or less (you can see it in Task Manager). Windows are always doing something in the background specially when newly installed, running updates or sorting itself, that can take few days.
Also use Ryzen Master program in Advanced mode to see which cores are in sleep mode and which are working, in true idle all are in sleep mode with one or two doing background tasks.
On cooler's side it helps with idle temps to force pump to work at full speed if it's adjustable. Otherwise idle temps are not as important as maximum temps. To check for max temps use program like CineBench 23 or 2024 which will push CPU to it's maximum. 7600x is good up to 95c but should be very good under 80-85c.

I would make sure your boards Bios is up to date !!

double check ( i know you said you mounted the AIO correctly ) the AIO mounting and connections so did you run the AIO fan header to the cpu header on your mother board ?

It not unusual for the cpu to bounce in temps but 40c to 78c not under load is strange very strange ..

The 7600x will by default boost to 95c under load ( from my personal experience with a arctic freezer ii 420mm rad it wouldnt go past 75c in cinebench r23 all core but a 420mm on a 7600x is super overkill !!

But the 7600x ( like any other cpu ) will fluctuate by 10 or so degrees depending what programs are running in the back ground of windows !!
