Question CPU Overuse, GPU Underuse

I've just put together my third rig and I've run into a problem whenever trying to launch games. Most of the following results are from trying to launch SOTTR, as I was hoping to get a benchmark.
Every time I try to launch, I get a sudden spike in CPU usage, then the game crashes, all within a matter of seconds.
I don't think it's overheating, especially given that the temps never really go above 55ºC, but you can judge for yourself. Obviously, all drivers have been installed and updated for the GPU and mobo BIOS.

What happens if you take out one of the 16GB ram kits?

It appears that the crashing has somehow resolved itself sincce the thread was posted, but a similar issue persists. The CPU load remains consistently high at up to 95% and the GPU remains - for the most part - underutilized, while running the benchmark.

Update: Tried installing MSI Afterburner in case that would show consistent results but its results contrast wildly with the others and are far more like one would expect
