Cpu overvoltage error! Please help!

When I turned on my PC today, my motherboard (Asus x99 deluxe) popped up with a message saying that there was a cpu overvoltage error. I went into the bios and saw that my 5960x was pulling 1.8 volts out of the wall instead of the 1.3 I set it at! I freaked out and pressed the reset button and it booted back into windows with the correct voltage. About two months ago, the pc reset itself because Asus anti surge detected an "unstable" psu. I'm definitely thinking it's the psu (nzxt hale 90v2) at this point. What do you think?

Edit: it's worth noting that I was using a manual voltage of 1.3v but that somehow the bios overrode it to deliver 1.8v
 


After reading more forums on this issue it seems like asus x99 boards have been known to kill cpus with overvoltage issues. Should I RMA?
