CPU PCI lanes vs chipset PCI lanes

Hello,
I'm looking at the upcoming i9-9900k chipset from intel, it seems like the CPU only has 16 PCIe lanes still... If I get that CPU I will be running it with a RTX 2080ti, my question is, if you have DDR4 ram does that also compete with the GPU for the 16 lanes? Or does the RAM use the chipset lanes? I was ideally wanting to run all 16 lanes with the GPU so there's no worry about bottle necking.

RAM does not use PCIe lanes at all. RAM has an independent interface to the CPU. No chipset or PCIe lanes required.
