Cpu performance diference. Help needed

Read first part to know where come my crazy idea.
Hi one more time i visit tom for some computer wisdom. I am curently building computer ( first one that is no prebuild) and im on short budget. Im not intel/nvidia/amd funboy and realy dont care what parts will be in my pc but my budget ( missing cpu/mbo and gpu) cant go above 350$ - 375$ so if cpu is 200$ and mbo is 75$ i can spend 75$-100$ on gpu. Cpus im considering are amd x4 860k, i5 4460 and fx8350.
If i spend more on cpu (fx or i5) i have to skimp on gpu and atm i can get used 970gtx from a trusted source for 225$ or r9 270x 4gb for 175$

So question is where will i get more performance bad cpu + good gpu or good cpu and low end gpu

720P 32inch lcd lg tv i plan to use instad of monitor (60 hz 5ms)
Cm 600b psu
1Tb wd hdd
So it is eather:
X4 860k + mbo + 970 or 270x 4gb
I5 + mbo + gpu in 75$ maybe 100$ range if mbo is cheap and same works for fx 8350 (6300/6350 is not an option as they are rearly in stock in local store). Also i plan to use it for working on blender, ue4 and games so i guess cos of ue4 that have need for 4c cpu 2core cpu might perform worse.

Honestly, the 860k is not THAT bad and wouldn't bottleneck a GTX970 as much as people think. It's obviously not the best choice, and the i5 would be noticeably better, but I believe the 860k would get the job done.
If I understand you correctly, you have the choice of an i5 and 270X or 860K and 970. Get the i5 and 270X. Here's why...
The GTX 970 is too much card for the 860K to keep up with. You won't be getting all the performance you are paying for. The i5/270X will allow you to max out out most games at 720p, anyway.

If that is out of budget, go with the i5 and any card you can get for $100 now. At 720p, a $100 card will still be an enjoyable experience. Later when funds allow, you can upgrade to a faster card. The i5 will allow you to run any card you want w/o bottleneck.Same cannot be said for the 860K.

It is hard to say if a slow CPU and fast card or fast CPU and slow card is better, w/o knowing which combos we are talking. There are too many variables. If you mainly game online (MP), you will want a fast CPU.
 
One more question i have related to x4 860k performance is the fact that acording to benchmarktests.com it is around 30% behind i5 4460 when 860k is clocked to 4.1GHz i do have evo 212 cooler so my question is will it still bottleneck at 4.4 - 4.5GHz? As the price diference betwen it and low end i3 in croatia ia almost 80% around 170% for i5
