CPU performance showing 1.6Ghz used only?

When I open up task manager and select performance, the CPU is only using 1.6ghz cpu activity. I have a 4Ghz AMD 8320 Processor.
I have my CPU Ratio (Multiplier) in Bios set at 20 and the maximum I can select is 32.5.

Any suggestions what I can do? I think thats why I am stuttering on ultra settings on games with a GTX 970 gpu..

Not likely. The power will downclock to preserve power during non cpu intensive tasks. So it's normal to have your processor run at lower frequency than maximum.

Well, the CPU is still running 1.6 when Im playing games though...

What are your temps? If your system (CPU and/or VRMs) is running hot, it may throttle to avoid overheating.

AMD FX(tm)-8320 Eight-Core Processor is the one Im using. Isn't there a way to make the speed rise from 1.36GHz to at least 3.6GHz?

You can access your FSB settings near the CPU ratio settings in the Bios, generally in whatever the 'overclocking' section is.

200mhz fsb & 20x multiplier are normal - don't mess about with them if you don't know what you're doing

Actually I found the problem. My computer were running in slow mode, so I ticked the switch on the motherboard.
My cpu speed is 3.94GHz now. I kind of wanna lower it to 3.6GHz, but no multiplier is lowering it. I've tried x10 and x17.5.
