Question cpu performance

Something was using 44% of your cpu. That could be anything from other background tasks, other programs running, malware, virus, Trojan, anything. You also have just over 10Gb of available ram?

I'd start by cleaning out the pc. Use ccleaner from piriform.com. Use default settings. Also run the registry tool, default settings (say yes to backup). Also run whatever Antivirus you have and malwarebytes.
Visit MSI.com and go to support page for your exact motherboard (you can get the number from that user benchmark) and downloaf/install every chipset driver last published. Audio, Lan, USB, Sata, all of them.

Then run ccleaner again, see what it then finds.

Then run user benchmark and see what your results are.
