Question cpu performance

my cpu (intel i7-2600) is performing well bellow expectation (8th percentile). can someone help me get the performance up?

Something was using 44% of your cpu. That could be anything from other background tasks, other programs running, malware, virus, Trojan, anything. You also have just over 10Gb of available ram?

I'd start by cleaning out the pc. Use ccleaner from piriform.com. Use default settings. Also run the registry tool, default settings (say yes to backup). Also run whatever Antivirus you have and malwarebytes.
Visit MSI.com and go to support page for your exact motherboard (you can get the number from that user benchmark) and downloaf/install every chipset driver last published. Audio, Lan, USB, Sata, all of them.

Then run ccleaner again, see what it then finds.

Then run user benchmark and see what your results are.

Very high background CPU (44%). High background CPU reduces benchmark accuracy. Find active processes with Windows task manager (CTRL+SHIFT+ESC). Just like Karadjgne said.

I would recommend you to back up your data ,files and format your hdd/ssd and do a fresh install of windows.
