CPU performing way below expectations, but temps are cool?

CPU performance is very low. Everything was fine yesterday, then my computer started to become super slow.

I don't know what to do about this, i've tried almost everything. PC is cleaned, MB not on slow mode.

The slow mode switch only affects the booting process.

Once booting is complete it has little affect on cpu performance.

In fact as the manual says it is for extreme overclockers attempting to boot a system for running benchmarks

"This switch is used for LN2 cooling solution, that provides the extreme overclocking
conditions, to boot at a stable processor frequency and to prevent the system from
crashing."

Are you sure the computer is running slow and not just downclocking itself when not in use?

Can you check your cpu frequency when a game, prime95 or your favorite cpu benchmarking software is running?

Your screenshot even shows a maximum frequency of 3.5 gigahertz, like it is actually downclocking itself.

My 4930k downclocks itself to 1190 megahertz when not in use.

But as soon as I open anything remotely process intensive it shoots up to 4 gigahertz.

I am having low FPS in every game I play. I'll try prime95.

The CPU is being capped at 40% usage

I disabled C1E in BIOS and it's all good!
