i just upgraded my GPU to a 3060ti and i now get 100% CPU usage in most of my games

Am i bottlenecking?

cpu is a i5-4690K with 4x4GB of Gskill Trident Z DDR3-2400s and a ASUS Maximus HERO VII motherboard

games its doing it in are Red Dead Redemption 2, Mass Effect Andromeda, and GTA V

What were your fps before and with which graphics card? Cap your fps to similar level as before then incrementally increase fps cap until cpu usage is at a level you like. 100% usage, frames play a big part of that, isn't too bad unless you get stutters due to cpu being tapped out. Quads are pretty much finished these days, maybe if it had hyperthreading it could have lasted a little while longer.

i play with Vsync running so my games all cap out at 60FPS my old video card was a GTX 1070 founders edition
and with that card my cpu usage never went above 75%

Guess it's not that then. Have a look in task manager for Nvidia Container. Latestish drivers had issues with it, eating cpu resources. Not sure if it's been fixed yet, i assume so, but check anyway and search about it too to learn more about this particular issue and perhaps try an older driver. That's assuming you reinstalled Geforce drivers in the first place.

In regards to NVIDIA Container, I haven't seen it use a single dribble of my CPU since installing the last update I did which was about, 2-3 weeks ago I'd say.

Yeah, most likely not that. We'll see when op returns. They should investigate task manager anyhow, see what's going on.

checked task manager while games in question are running Nvidia container is using 2-4% of CPU and the game itself is pinning the cpu at 100%

Na i don't think so either. Try vsync on in NvidiaCP with 59fps cap. If no good do you still have your old card?

I've never seen this before. There are ingame settings that are cpu bound, search what settings are cpu oriented and muck around with those settings.
