CPU Plug Short?

My wife's PC started shutting off randomly and then all of a sudden shut down and won't come back up. The PC will power up then instantly shut down. I did some trouble shooting and found this only happens when the CPU is plug is powered. I can have all my peripherals plugged and running but the moment I add the CPU plug to the PSU it will shut down instantly. I have tried replacing the PSU, cables, reseeded everything to include the CPU and I inspected as much as I could on the mobo. I have not found any black marks or possible burn areas so I got nothing on this one. I am hoping for a bit of advice before I just go out and buy a new mobo because my worst fear would be that it is the CPU that doesn't work. As a note, I do not have a spare 1150 mobo to test the CPU on so it's a crap shoot on what to buy if I can't find any solutions.

You should contact Asus customer support before you buy a new motherboard. Your motherboard is part of the TUF series which have a 5 year warranty, most Asus motherboards only have 3. The warranty is part of what you paid for when you bought the motherboard. Asus will either help you get the PC working properly, or offer to RMA your motherboard.

I meant that if I plug in various components to the PSU, everything works until the CPU power cable is plugged in. I can get the system to turn on and run with the 24-pin cable, SATA cables and GPU cable plugged into the PSU yet once I add the CPU cable the system seems to short and fail safe.
 

1. Have you cleared the CMOS?
2. Are you certain the CPU cooler is working properly?
3. What is the motherboard and what is the operating system?
 


 
1) Yes I cleared the CMOS by reseating battery after about 30 minutes.
2) CPU cooler is working, separately tested.
3) ASUS Sabertooth Z97 Mark 1, Windows 7 Ultimate(yes I know)

Based on the PC acting like it has a short and triggering failsafe, I am hoping it is just a bad mobo.
 

Have you tried booting without any of the hard drives connected?
