Question CPU Power Limit (code PL1)

Hello! I have an i7 3770k 3.5Ghz and randomly after restarting my PC, It's been A LOT slower than it should, I can't even screen share in Discord with the share at more than 15-20 FPS (guess). I didn't download anything or bump into the PC at all or whatnot. PC was running perfectly smooth before restart and now when I go into the BIOS (Click BIOS 2), I can't even get into the Boot order menu because when I enter that menu it immediately restarts the PC, sometimes just being in the BIOS makes the PC restart. Thought once it said that I was getting PL1 and the CPU had power limit. Anyone got any idea?

Specs:
i7 3770k 3.5Ghz
Windows 10 Home installed on Samsung 850 EVO 500GB SSD
16GB DDR3 RAM @ 1333Mhz (don't judge)
MSI Z77A G41 Motherboard
GTX 1660 6GB
Thermaltake 600W PSU
Nothing is Overclocked
 
Run ThrottleStop 9.6

Press the TPL button. It will show what the turbo power limits are set to. When the power limits are not set correctly, a computer can run very slow because it is power limit throttling. Post a screenshot of the main window and the TPL window.

The power limits are set correctly and your CPU is running at its full rated speed.

Turn on the Log File option so you have a record of your CPU performance. Let the log run long enough so it shows any throttling problems. When done testing, exit ThrottleStop so it can finalize your log file. It will be in your ThrottleStop / Logs folder. Copy and paste the log file data to www.pastebin.com
