CPU Problem caused by PSU?

Hi,

Im having issues with 90-100% CPU usage when playing games like Ghost Recon Wildlands, Rainbow Six Siege, etc. My vram is staying well within the limits of my card, but the CPU is going crazy.

Note: I just did a fresh install of windows so the question of viruses is out of the question.

Specs:
i5-7400 3Ghz
GTX 1050 2gb
12 gb ram
1tb hdd, with 80gb recovery disk
180w PSU

My question is this: could the PSU be limiting the performance?
https://outervision.com/b/p5isAH states that the average draw of the i5 7400 is appx 156 W including external devices but excluding the GPU, so perhaps there isn't enough amperage shared across the CPU and GPU to achieve max performance?

It's a prebuilt system. It actually runs quite smoothly, 100+ fps on rainbow medium, 60 fps FC5 medium, 80 fps FC Primal Ultra. The only thing is that in all of the games the cpu is maxed on all 4 cores at 100%.
