My CPU decreases its voltage making my system run slow whenever I run a game, how do I fix this?
I'm in desperation for help as this problem is occurring for 3 days which is getting on my nerves.

Recently re-formatted my PC, made sure I installed all the drivers and optimized disks.
Is this due to my settings on BIOS or have I forgotten something after formatting my PC?

BUILD:
CPU: I9-9900K
GPU: RTX 2060S
RAM: 48GB
CPU COOLER: MasterLiquid Lite 120
 
A 120 aio is inadequate for the heat generated by a 9900K running full out.
I suspect that you are throttling.
The processor monitors it's own temperature.
If it senses a dangerous temperature it will slow down until the issue is resolved.
That point is around 100c.
Run hwmonitor and look at the max temperature.
If you see 100c. it has throttled.

What is the make/model of your case?
What is the fan arrangement?
Likely a better cooler will help.

3. I've been using this PC for 1 year and never had this problem before until I've reset my PC.
