Question Cpu problem?

Okay so I was putting together a desktop for my wife's dad. I swapped everything from a a smaller tower to a bigger tower for cable management. But now when I power it on it will load up into a "power management" or it will allow me to load into bios but that's it. When before we swapped everything it was running completely fine. Anyone got any ideas on how to fix this?

Make sure all the connectors/cables are properly inserted.

I did that several times and still will only power into power management or the bios. I even check the f panel connections and still nothing
