So I built a system with this CPU about 9 months back and when It was new the CPU ran perfectly fine. I live streamed with it and it ran great. Live streamed CS:GO. But now whenever I try to just game on it, my CPU runs at like 80%. When I play CS:GO it runs at 80%, and yes even when all the settings are down low. When I even attempt to live stream it goes up to like 99% - 100% making it impossible. I have a GTX 970 if that matters at all

Thanks!

running settings on low will increase your frame rate, which will have a direct correlation with CPU usage. More FPS = More CPU usage. It would be even higher if you had a more powerful GPU like a 980ti.

If you turn your settings up (reduce the framerate), your usage will go down and allow you to record. Recording will also use a ton of CPU resources. I am honestly surprised you could even do it before (unless you increased the recording quality settings recently). An i7 is much better at gaming + recording. i5 is great for just gaming or gaming + recording (low-medium bit rate).

It runs at full speed but if I tab out of the game it will drop back to normal 15% or around there

Do you have a recommendation for an i7 Processor that would be good enough for good quality streaming?

If you can see in the graphs that the speed was constant, then the CPU is fine. If 9 months ago it met your expectations and it no longer does, but you haven't changed anything in your settings, then something else has changed. Upgrading to an i7-4790K, an i7-4790 or a Xeon E3-1231V3 definitely will help, but identifying why the i5-4460 no longer performs as it used to should be considered. Are you running a background application that could slow the system down?
