My system setup before swapping GPU:

B450-F motherboard
3200 DDR4 G.Skill 32GB
Ryzen 7 2700x
EVGA FTW3 1080 Ti

My CPU was running fine nothing wrong. After swapping out my 1080ti for an FTW3 3080ti my CPU usage goes through the roof whenever I'm installing something or playing a game, it didn't do this before. My question is I also upgraded the PSU to an EVGA 850w and the connector from the PSU to the CPU is a 4+4 pin instead of the old full 8pin. Would this be causing my issue or is this CPU usage normal? It's like 80% constant under load and if I stream to discord my games start stuttering with the usage between 80%-90%.

Solution
Tried DDU and reinstalled 3080ti drivers, went to continue installing a game on steam and my CPU usage still goes all the way up to 50%, and when I play Black ops Cold war or Modern Warfare campaign with RTX and everything maxed it goes back up to 80% usage. Maybe it is just the CPU and I need to upgrade it?
I hope you aren't installing a game and playing another one at the same time. Also try checking if Windows 10 is upgrading in the background as well as monitoring your temperatures during gaming.
Ryzen 2700X is a bottlekneck for 3080 Ti at 1080p and 1440p.

What's the resolution and refrashrate of your monitor?
EVGA 850w
What model exactly?
Reinstalling my 3080 ti drivers? I will give that a try. Also, I never uninstalled my 1080ti drivers, should I be doing that?
First uninstall GeForce driver with DDU and install new driver after that.

If you no longer use the 1080ti then you can uninstall it. Sometimes the drivers will conflict if you don't. I also recommend getting GeForce Experience.
I will give this a try!

What power plan are you using in windows?
I am using Ultimate performance plan in Windows 10

My Monitor is an Predator, resolution is 1920x1080, and refresh rate is 144Hz
My new installed PSU is an EVGA 850w G5, the guy at the store said this would be fine for the new card!
I will try DDU

I used to, but not currently no. Also my GPU seems to run around 65-70 C under load and my CPU runs anywhere from 65-78 C underload, Windows 10 is not upgrading

Tbh, warzone and cold war are pretty badly optimized. Do you have the nvidia boost enabled? Also i am pretty sure the 2700x can be 100% with a RTX 3080 if you play on 1080P since it will infact use more CPU that way to maintain the high frames.
